​Edward L. Tarlton, Ph.D.

Dr. Edward L. Tarlton serves as The Executive Director of The SCORE Program (Shaping Careers with Officers and Relating Experiences), whose mission is to “improve community and law enforcement relations by building collaborative partnerships to enhance social connectivity and increase college and career preparation for youth and young adults.” SCORE is a subsidiary program of a federally recognized 501c3 non-profit organization (Higher Education & Learning Professional Consulting, Inc.), where he is the President and CEO. As his positions highlight, he is a highly motivated scholar and entrepreneur with over 28 years of leadership, business development and management, and higher education consulting experience. Dr. Tarlton is known as a creative leader and is not shy about utilizing his time, talent, treasure, and network to assist others, especially youth and young adults.​Dr. Tarlton attended the University of Georgia, and while there played football, became a lifetime member of Kappa Alpha Psi, Fraternity, Inc. and graduated with a Bachelor of Landscape Architecture. While working as a landscape architect, Dr. Tarlton helped start Snead Associates, LLC, the first African-American owned Landscape Architecture firm in the state of Georgia before leaving to open his own firm, E.L. Tarlton & Associates.Dr. Tarlton earned a master’s degree in Land Development and his Ph.D. in Agricultural Leadership, Education, and Communications from Texas A&M University, in College Station, TX. His research focuses on college and career pathway readiness, from middle school through the doctorate, across all populations: rural – urban, low – high income, non-athlete – athlete, and advantaged – disadvantaged populations. His range of academic, athletic and professional experiences allow him to bridge the gap between the academic, professional practice, and real-world arenas, maximizing his ability to inspire students, inform scholars, work with professionals and significantly impact the communities he serves. Dr. Tarlton’s academic and professional prowess is underscored by his uniqueness and authenticity, and his commitment to improve the lives of youth and young adults from underserved communities.

Robert C.K. Harper, Ed.D.

Dr. Robert Harper is the Program Manager of The SCORE Program where he serves as a change agent focusing on community advancement, college and workforce preparation, and building public trust with police officers. With over fifteen years of experience in education, he has a successful track record of assisting students to transition from high school to college and from college to the workforce. Dr. Harper mission is to address social injustice, inequality and economic differences through the lens of college and career readiness and mentorship. It is his belief that facilitating collaborative and equitable partnerships with underserved youth, law enforcement agencies and community organizations can lead to power-sharing processes to reduce social inequalities.​Dr. Harper is described as an innovative leader with sound strategic planning skills to solve complex problems. His professional experiences include serving as Executive Dean of Student Engagement and Retention at Eastfield College. He has been the Assistant to the Vice President for Academic Affairs at Texas College. He was the Associate Vice President for Student Affairs and the Director of Enrollment Management at Jarvis Christian College. And, at Northeast Texas Community College, he served as the Director of Student Development and Diversity, Director of Institutional Effectiveness and Coordinator of Instructional Technology. Dr. Harper has a reputation for being a dynamic visionary and a strong academic thinker. He is well positioned throughout the academy and in the community and his work is recognized on the regional and national levels. A native of East Texas, Dr. Harper, earned the B.S. degree in Business Administration from Louisiana State University-Shreveport, the M.Ed. and Ed.S. degrees from Northwestern State University of Louisiana and the Ed.D. degree from Grambling State University.
